This looks like a fantastic mod.
Forgive my n00b questions here:

1. Is the switch a DPDT ON - OFF - ON (I assume it doesnt matter if
its a make-before-break or not)
2. When you say "short across the caps", are you referring to adding
capacitors in parallel to the existing timing cap
3. Is the electrolytic the timing cap

I checked the DIY page but did not find this mod there.
