To obtain this signal you simply have to add the gate and the trigger (e.g.
with an A-138 though this module is a bit overstated for this function,
probably two resistors can do the same job too).
To obtain gate and trigger from such a signal two comparators are required
(e.g. A-167), one for the "window" between 0 and +5V (gate) and one for
+5...+10V (trigger). It would be very easy to built such a module but I'm
not sure if there are sufficient inquiries. And if Scott Jaeger has such a
module in the planning state we will not compete with him.
