The old PSU cannot be the reason for a smaller output - provided that the
old PSU is not defective or mis-adjusted. Both supplies deliver +12V
and -12V. The only difference is the max. output power (650mA vs. 1200 mA)
and the type of transformer. The transformer of the old PSU is not the ring
core type and may cause additonal hum noise in sensitive audio processing
modules (mainly in the spring reverb A-199).

Try the samle module in both frames (e.g. an A-110). If there are indeed
different output levels the old PSU is probably defective or mis-adjusted or
overloaded (i.e. more tha 650 mA total current).
