after looking at the flow chart on the doepfer site for the module I came to the same conclusion that something must be wrong at the jack/pcb point.
I removed the one pcb with the jacks and switches from the panel and found that the 2 jacks for the bbd out and feedback insert were almost falling off already. The pads for the points on the PCB had come off of the board so even though the jacks were in place they were not actually connected. Given the pads were not attached to the PCB anymore I just ran some jumper wires from the appropriate points to the jacks and now everything is working just fine. Just some bad jacks after all!

Sounds like an interruption between the BBD output and the corresponding
socket on the front panel. The internal signal path is as follows:
internal BBD output (which is obviously working) -> BBD output socket ->
Feedback socket (via switching contact of the output socket)
The first connection (internal BBD out -> socket) is made via one of the two
5 pin connectors. Maybe one of the cables is loose or there is any other
interruption.
If you cannot find the fault please send the module for service/repair to
the dealer/representative where you purchased the module.
