If I understand you correctly then the A-138m Matrix Mixer will do what you want, and in a straight-forward way.
Up to four modulation sources can be assigned, by mixing them together, to up to four parameters.
I find it super useful. In bi-polar mode it's a bit like the patch router on my old MS2000 VA.
And it also works for audio!
