The data sheet of the PLL circuit (74HC4046) mentions the function of this
pin (PCPout) only if phase comparatur PC2 is used (the PCPout is part of the
PC2 circuit). In this case it works as a "locked indicator". The data sheet
does not say what this pin does if PC1 or PC3 are used.
