The step-off setting only means, that no gate/trigger is sent.

The question is not the sequence, but the sound setting. If the
soundsettings have a long release, then the synth will of course sound
on in the pause. He should try with a short or zero release, also he
must set the tuning of the 'pause'-step to the tuning of the step before.

That is how step sequencers do work.
