Hmm, if you turn the clock frequency down, can you hear the clock as a high pitch It sounds like your particular module might be calibrated to be a higher frequency than mine..
The 1024 stage BBD module I have makes for a great chorus/flanger and can just about do very short delays, whereas the 4096 stage one I have is much better for delays. Even then, I can still hear good delays with the 1024 stage module, they're just very short ones, and you can hear the clock below about the 50% mark.
If yours can't go slower than the flange point, into the delay zone, it sounds like it might simply be calibrated to run faster. If you can't hear the clock whine at lower frequencies, I think that would confirm this.
