So, it seems that the A118 as shipped from Doepfer works differently from
what the documentation says and differently from a logical perspective of
how it is labeled. My question is this -- why don't they configure it
"right" in the first place I don't want to have the modify a product to
work properly AFTER I buy it.

This was the mail I recived from Dieter Doepfer on the subject:
That's normal as the random output is derived from the colored noise
(factory setting). It is possible to derive the random output from
the white noise so that the red and blue pots do not influence the
random output. For this the resistor R12 (100k) has to be removed
and soldered to the position R12' (with apostrophe). The position of
R12' is next to R12 and marked with a broken line (behind the random
rate potentiometer).
