atx psus (im guessing that you mean computer ones) are switched, not linear psus.
Whilst they will work, the high frequency switching can become a problem for use with audio stuff, esp the type we're interested in.
Linear psus, yes, are more expensive.
Why are the racks a lot of money
They simply cost a lot. Go to a company like schroff or rittal, who actually make the racks, total up the cost of the pieces. Then
add to that the cost of a linear psu, and you wont see a ^whole^ load of difference in cost.

But... Look out on ebay. Sometimes you can get good deals on parts, but then you'll very likely have to spend time working out
exactly what parts you still need to buy and change to make the cases suitable.
