I think, this is not exactly a shift register (I may be wrong). To my
understanding this is only a row of static registers, which a filled, in
an order, but the value on the single outputs would not change while one
cycle. To my understanding the shift register moves the the content
through the stages. So the output of each stage changes with each step
to the next value.
