I think it is not a good idea to have such a basic system parameter available to MIDI-CC. Also the question is, whether it should be in a SysEx Dump. Imagine that you are in a production with a lower tuned acoustic piano. After the production you dump all your data with sysex. Some months later you are in a normally tuned production and want to pick some sounds from the sysex-dump from the piano production. Loading the sounds will detune your synth. Searching the cause then may drive you nuts.

So I think it is questionable, whether you want to have this parameter under MIDI control at all.
