I could imagine a different usage for the program change commands 64 and
up: it could be used to select between different sequences or patterns,
or even different function settings.

Especially selecting different function settings looks promising for me:
you could select first a patch with PC#0-#63, and then switch between
different settings regarding the various dynamic modulations like
velocity, aftertouch or modwheel with a PC >= 64.

Whether a patch select should send the tone data via CC/... should be
set with a basic setting.
