I found out the problem.   It was due to a certain controller I was using in MIDI Touch.   I had to make the lowest # 34, otherwise it won't select the Sawtooth wave.   I'll have to bring this up to them.   I tested a regular slider controller and it worked as it should.   I'm rebuilding my 3P editor in MIDI Touch.

This tests ok and is functioning normally as far as I can tell. Maybe you are sending the wrong values.
