Not really. The loading speed while attack is a function of loading
current and "not yet filled" capacity of the capacitor (sorry, for the
funny words, I don't know how to express it correctly in english). The
more loaded a capacitor is, the slower the loading will be. It does not
matter whether the capacitor is still loaded (from a former release
phase), or whether it is because we look at the end of a attack phase.

I love it if a saying contradicts that much the literal meaning: Here in
Munich it is dark at 5 pm and we are awaiting the first snow, and
assumingly each day its days are getting longer and hotter in Auckland,
and Murray writes of being snowed under :-))))
