This uses sysex dumps to achieve this. The PE has not been designed to use this method.
Here is a quote from the bitcontrol site (notes in the source file)

operates in a slightly unusual fashion: the Bit 99 can receive programs only in bulk, and it cannot receive individual parameter adjustments. Therefore, when a parameter is adjusted, the entire program must be resent. To keep from flooding the MIDI channel, the plugin enforces dead time between parameter transmissions. A program change to reload the edited program is automatically sent."
