It's not a matter of voltage level or worn out parts.
The Drummer is probably sending notes with some default velocity value less than maximum. Your drum machine responds to the lower velocity value by playing notes more softly. I don't know if the Drummer has a setting for the velocity, but if you are able to crank it up, you should be able to get your drum machine to play louder.
