No, it isn't normal. The next step will be kind of ordeal. Assumingly
there is a broken trace or broken solder joint. Finding it may take some
time.

I think it is on the switch board. Check in detail, whether really all
buttons are affected, or only the 1-16. If really all buttons do not
work, then the key scan clock might be missing.

I hate to say it, but now you will need a oscilloscope more and more.
And you will have to understand, what you see on the scope in a digital
environment.
