Are you sure, that there is no short at the capacitors on the supply rails If those are tantalum caps, then it is quite likely that there is one, that is shortened.

You may try to disconnect the -10V from the circuits. THis should be quite easy, because there is a jumperwire close to connector CN1, which is the only connection for -10V. Remove this wire (there are two jumper wires parallel, the one closer to CN1 is the -10V wire). Then measure the -10V again.

A quick look showed that it is missing its -10v. thus far i removed, checked and replaced most parts in the -10v dc - dc converter part, but all seems fine. which leaves me with the little inductor T1 (  S097744 ).
