My main argument is: separate the power supply from the rest to find out, whether the problem lies in the supply circuit itself, or whether the problem is caused in the other circuits. If the problem is not in the supply itself, then a failed cap is a possible cause. But a short in a IC is possible too.
This makes allot of sense.. lesson learned :).
About C7 its a ceramic one i think.
