Thanks, James, that was it! Even though I've had this A-111 for about 13 years now, and bought it new, the jumper wasn't there. I added a jumper and now it reads the bus.
I took a look at my two (also 13-year-old) A-140s to see if there was a similar jumper, since those also aren't reading gates from my new A-164-1. There's a place at the upper-right corner of the circuit board marked INT.GATE and J1, but there are no pins there to hold a jumper on either module.
Very strangely, though -- strangely because I bought them both new in 1998 -- one of them has a solder blob on the back connecting the two points, and one of them doesn't. I would think the one with the solder bridge should read the bus, but it doesn't. It looks slightly blackened/burnt under the solder.
So, given this, any recommendations Should I try adding a solder bridge to the one that currently doesn't have one
