Sounds very similar to mine on its slowest setting, so I don't think
yours is wrongly adjusted.
A few thoughts:
You should be able to clock it with a slow-running external clock
(there is a small chance that the output stops running completely if
you try this, but there should be a factory-fitted mod - an extra
resistor - to help stop this happening).
If you wanted to slow it down permanently, it would be easy to add a
capacitor across the timing capacitor in the internal oscillator.
Without any extra capacitors, mine runs from about 86Hz to about
67kHz. By temporarily adding an extra cap, I was able to slow it down
by various amounts:
+220nF gives 5.4Hz to 4.5kHz
+1uF gives 1.3Hz to 1kHz
+10uF gives 0.14Hz to 122Hz
