I tend to believe that a stable arrangement is 2 owners and 3 moderators.
That way you've got 5 sets of eyes, (well, 4 if I'm one of those people)
looking at everything that passes through.
I set my groups generally so that anyone can join without having to get
approved, and new members are moderated. I usually wait for the second
message before taking someone off moderation, and spammers are warned 3
times before being removed and banned. It does an extremely good job of
keeping spam messages off the list.
